Shelly by the guys behavior I'm thinking that perhaps they had trouble with him before and was being followed by an inspector. The mail truck was parked in a driveway but not into it but parallel to the road. He just shot out into Bill's lane. Thank God Bill had slowed down because he saw the car with the flashing lights.
